Wei leping joined the Chinese Academy of Engineering in 1999, and graduated from the Radio Department, Tsinghua University in 1970. He won master degree in 1981 from Electrical science institute communication and electronic systems.

She is leading the development and implementation of China Redesign and SMART2020 initiatives. China Redesign aims at supporting Chinese cities in execution of low carbon development plans starting with five cities in three years covering seven sectors including Urban Planning, Building, Transportation, Renewable Energy, Energy Management, Finance, and Green Industries through Capacity Building, Pilot Projects, Policy Recommendation and Finance, and Communication. Dan Guttman - Senior Fellow, Johns Hopkins University and Visiting professor, Peking University and Tsinghua University
Dan Guttman is a teacher and lawyer. He is visiting Professor at the Peking University School of Law public interest law program, visiting Senior Fellow at the Tsinghua University US/China Center, Fellow at the Johns Hopkins University Center for Advanced Government Studies, and Fellow at the University of California Santa Barbara Bren School Center for Sustainability and Governance. He works with the Nanjing University School of Environment on cooperative research and teaching projects. As a Fulbright scholar in China he taught at Tsinghua, Peking, Fudan, Nanjing, and Shanghai Jiao Tong Universities.
Dan Guttman served in the Administration of President Clinton as Executive Director of a Presidential Advisory Commission, and was appointed by President Clinton to serve as a Commissioner of the Occupational Safety and Health Review Commission. He served as special counsel to United States Senator David Pryor in Senate investigations of U.S. government energy and environmental management.
As a private lawyer, his energy/environment work has included representation of nuclear weapons workers in law suits on the environmental cleanup of the US nuclear weapons complex and the enactment by Congress of a law to compensate workers, school workers in litigation that led to Congress’ enactment of a law to protect against asbestos hazard in schools, and whistleblowers and litigation that led to hundreds of millions of dollars of recovery by the US government from oil companies. He was a partner in a law firm that counseled public agencies in energy matters, and which pioneered in the application of principles of competition to the electric industry. He has been counsel to NGOs engaged in international development.
He co-authored The Shadow Government, a seminal study of the contracting out of the U.S. government and testified on many occasions before the U.S. Congress and other public bodies on energy/environment and public management. He has shared in journalism awards, including a 2004 award for investigation of $900 billion in Pentagon contracting.
He is a Fellow of the US National Academy of Public Administration, and a member of the Board of Directors of Shanghai Roots and Shoots, a China government registered nonprofit that works with 200 Shanghai area schools in projects including tree planting in inner mongolia, eco-office audits, health and environmental education. He was graduated from Yale Law School and with highest honors from the University of Rochester.

As the CIO, Hardik had been leading a team of 250+ employees and consultants with an annual budget of over $150 Million. Hardik also lead Mayor Daley’s charge for universal and affordable broadband for all Chicagoans through various initiatives, including the Smart Communities program. In last 3 years, Hardik brought over $25 Million from Federal, State, Foundation and Private sector sources for Chicago’s Smart Communities program. Chengbin Ma is an assistant professor of electrical and computer engineering with the University of Michigan-Shanghai Jiao Tong University Joint Institute, joint faculty appointment in Institute of Automotive Engineering, School of Mechanical Engineering, Shanghai Jiao Tong University, Shanghai, China. Between 2006 and 2008, he held a post-doctoral position with the Department of Mechanical and Aeronautical Engineering, University of California Davis, California, USA.
